Mrs. Sally Ann Windsor (Carter)

Sally Ann Carter Windsor, age 89, of Rome, Georgia, passed away on September 18, 2026. She was at home surrounded by her family when she peacefully passed over to her eternal home.

Sally was born on August 3, 1937, in Miami, Florida. She was the daughter of the late Mary Catherine Strahle Carter and Wellington Hue Carter.

Sally was a 1956 graduate of Knightstown High School. She married William (Bill) Windsor on August 5, 1956. They were married for a few weeks short of 69 years. Bill and Sally were members of the Knightstown Christian Church, and she was a retired member of Psi Iota Xi sorority. Sally enjoyed traveling with Bill and many of their friends across the United States. They spent many summers fishing at a family home on Hamlin Lake in Ludington, Michigan. Sally was a talented individual and she shared her many talents with those in the Carthage and Knightstown community for over 70 years. She baked wedding cakes, catered dinners, had a formal wedding dress shop, was an entrepreneur through and through, owning many businesses, the latest being The Ivy Wreath Florist in Knightstown. Sally enjoyed baking cookies, scrapbooking, card making, and numerous crafts, just to name a few.

Those left to cherish Sally’s memory include her three children, Bill Windsor, Jr. of Indianapolis, IN, David (Cindy) Windsor of Ludington, MI, and Cathy (Scott) Jones of Rome, GA; 7 grandchildren, Megan Windsor, Will Windsor, Jessica (Ken) McCurdy, Jacob (Alyson) Windsor, Macey (Garyson) Lanham, Grahm Jones, Bridgette Jones; and 5 great-grandchildren; a sister, Donna (Jerry) Hill of Raleigh, NC; a sister-in-law, Dawn (Rob) Moore of Carthage, IN; and many nieces and nephews.

In addition to her parents, Sally was preceded in death by her loving husband, William (Bill) Windsor; her brother and sister-in-law, Jerry & JoAnne Carter, her brother-in-law, Kellis Veach; and a dear nephew, Mathew Cooper.

A Celebration of Sally’s life will be held at 1:00 pm Saturday, September 26, 2026, at Heritage Funeral Care, 34 West Main Street, Knightstown, Indiana, 46148. Burial will follow at Glen Cove Cemetery, 8875 South State Road 109, Knightstown, Indiana, 46146.

Friends may call from 11AM until 1PM on Saturday at the funeral home.
